The Supreme Committee for Delivery & Legacy (SC) is responsible for the implementation of Qatar’s FIFA 2022 World Cup operations, the first-ever edition arranged by an Arab country. It is making rapid progress in constructing the entire infrastructure including the stadiums, transport, and accommodations, while also managing all the other sectors by its diversified teams.

Formation of the SC
The SC was formed by the state of Qatar back in 2011 with the target of delivering the proposed World Cup venues and carrying out the host country’s planning and operations. It consists of more than 50 different countries’ creative professionals. The company includes different programs like Challenge 22, Generation Amazing, Workers’ Welfare, etc.
Moreover, it also takes other initiatives like taking up Community Engagement or establishing Josoor Institute to take up sports-related research and conduct workshops. H. E. Hassan Al Thawadi is the current Secretary-General while Nasser Al Khater holds the current position of Chief of Experience & Tournament Readiness Group at the SC.
Mission
The mission of the SC is to deliver all required infrastructure and oversee all the planning and host country operations to host a historic FIFA World Cup. It also intends to use the power of football to achieve national development in the long run and create a lasting legacy for Qatar and surrounding Arab countries.

Accommodation
The SC follows the accommodation obligations of the host country in accordance with the FIFA guidelines and makes planning to achieve the required level of accommodation. It is to review all the existing commercial hospitality services and activities to ensure the guests enjoy the best ever World Cup.

Mobility
Allocation of all transport infrastructure and stakeholder engagement will be done by the committee. It will monitor transport-related infrastructure at the local venues which include airports, hotels, train stations, etc. Thus, the SC will ensure reliable and safe mobility with consolidated routes and schedules for all the constituent groups during the entire tournament.

Marketing
The marketing department carries out the development, planning, and execution of all marketing activities including events, promotional campaigns, branding, and sponsorships. The marketing team consists of five divisions: Content Marketing, Event Marketing, Brand Marketing, Commercial, and Q22 Visitor Experience. All these divisions are contributing to making proper preparations for the 2022 FIFA World Cup.

Managing the day-to-day cost activities and managing the overall event budget for Qatar are performed by this division. It processes payments, issues the Host nation’s operational reports, facilitates business planning, and evaluates the procurement contracts.

Tournament Readiness
To make the tournament ready to go, the SC takes different initiatives like assisting the local organizing committee (LOC) and setting up foundations for venue management and operations across all the venues. It also provides support in pitch development monitoring and liaison support between the FIFA, the LOC, and the SC.

The SC manages data-driven workforce planning and also ensures all operational activities of the host country workforce. It is also responsible for the development of working strategies, and workforce goals. The program targets to form a planning framework in order to provide guidance to the Host country’s development in operations. It manages to develop planning tools for the successful completion of project managers and helps in coordinating with the Qatar World Cup LLC on all operations to ensure integration.

The business support team ensures management of accommodation, travel, and transport of the SC employees while providing effective operational and facilities management, housekeeping and hospitality services, etc.

Apart from providing financial services to the organization and managing financial controls in line with the annual SC’s planning process, the finance department also oversees the overall financial procedures of the FIFA 2022 Qatar World Cup LLC.

Closely monitoring all the local, international, or regional channels including print, broadcast, and social media is also a major responsibility of the committee. It also manages internal communications between different organizing bodies and builds relationships with fans and football communities.

The legal and compliance team provides all ad-hoc legal advice and provides support. It also arranges consultancy agreements, and major construction and works contracts. Additionally, they also regularly conduct risk assessments and takes risk mitigation plans accordingly. Enforcing the IP rights and SC trademarks, ensuring crisis management, providing legislation, and monitoring the Host Nation’s legislation are also the duties of this division.

Workers’ Welfare
The SC is the responsible body to enforce the Workers’ Welfare Standards through monitoring management. They evaluate the treatment received by the laborers and also try to uncover the unlawful recruiting policies if there are any. The committee arranges training for the migrant workers to develop adequate skills and ensure more engagements to guarantee better standards for them.
